Summary

Renewable energy represents a possible solution to two major global issues: global warming and diminishing fossil fuel reserves. It is sustainable and clean, generally emitting no or very little CO2, and these factors have led major countries to shift their focus toward the development of renewable energy sources.

In the Asia-Pacific region, FiT is evidently the most popular form of incentive utilized to promote renewable power installations. Except New Zealand, South Korea, and Singapore, all other countries covered in the region have FiTs for one or more renewable technologies. Net-metering which is a recent and more advanced incentive is popular in Japan and is gaining ground in India with a few states having introduced the same for rooftop solar installations.

In most of the APAC countries, introduction of dedicated agencies to coordinate installations and the roll out of FiTs has led to a significant and prompt growth in the corresponding technologies. India for example had less than 50 MW solar PV capacities in 2010. This increased to more than 1,000 MW in 2011 which was a direct result of the introduction of the National Solar Mission (NSM) in 2010. The mission not only streamlined the industry but also provided several incentives and subsidies along with FITs.

Japan had started to focus on reducing nuclear capacity and increasing renewable capacity in the country after the Fukushima disaster. As a first step in increasing capacity, the government introduced an FiT in early 2012 leading to a significant increase in solar PV annual addition each year during 2013-2015. Annual solar PV capacity addition, which was less than 2,000 MW till 2012, rose to more than 6,900 in 2013 and further to 10,000 MW in 2014. The addition in 2015 was slightly smaller at 8,000 MW partly due to FiT reductions, but is still a significant addition for one year.

China, which has the largest installed capacity of renewable energy capacity, has also achieved the position with the use of a number of incentives, mainly FITs. China introduced FITs for solar PV in 2013 leading to an instant and significant rise in annual additions to 10,950 MW compared to 3,500 MW in 2012. There was equally strong annual addition in 2014 and 2015 as capital costs fell and the FIT remained the same. However, the addition may slightly be affected as the FIT has been revised with lower payouts effective for projects registered on January 1, 2016 and later.
