In 2016, Central African Republic generated telecom service revenue of US$41.0m (equivalent to 2.0% of nominal GDP), a decline of about 13.9% from 2015 due to an uncertain political and security scenario. Accounting for 85.2% of total telecom service revenue in 2016, mobile voice services was the largest revenue-generating segment, as most citizens in CAR, given the low income levels, predominantly use their mobile phones for basic voice.

The top two mobile operators, Orange CAR and Telecel CAR, accounted for 75.4% of total service revenue in 2016. Orange CAR will continue to maintain its leadership position in the mobile market through 2021. Operators will continue their focus on 2G/3G network expansion and upgrades, offering segmented bundles and rolling out VAS such as mobile money services to drive future growth.

2G remains the most used technology in CAR, accounting for 95.1% of mobile subscriptions in 2016. Its share of the overall mobile subscriber base will, however, decline over the forecast period to reach 82.6% by 2021, due to rising adoption of 3G. 3G subscriptions will grow at a CAGR of 47.1% during 2016-2021, to reach 0.3m subscriptions by 2021, driven by 3G network expansion, rising smartphone adoption and increasing demand for mobile data services. Broadband lines penetration of population will increase from 0.02% in 2016 to 0.10% by 2021, as the Central African Backbone (CAB) project will give CAR more reliable and affordable access to the terminal station of the SAT-3/WASC intercontinental submarine cable.
