Colombia is one of the larger cigarette markets in South America, with overall annual consumption, including contraband supplies, estimated at 16.2 billion pieces in 2016 and legitimate duty paid volume at 13.2 billion pieces. Contraband sales account for over 18% of overall market volume. Despite GDP growth falling to 0.4% in 2009 and the impact of rising prices, the market saw a 1.7% increase. The ban on smoking in public places and work places introduced in December 2008 appears to have had more of an impact in 2010. Combined with a rise in excise tax, volume fell by 12.4%. Trade data indicates a 5.7% contraction in 2013, with volume a further 4% down in 2014. Industry sources indicate another, smaller 1.8% contraction in 2015. This puts duty paid volume 6.7% below 1990 levels, but 44.2% down on the peak in 2000. Provisional estimates for 2016 indicate a small 1.2% rise.

– At its peak, in the early 1990s, the contraband trade had accounted for over 65% of the overall market, but the establishment of free trade with Venezuela and efforts by the Colombian authorities, in conjunction with the leading multinationals, BAT and PMI, have considerably reduced the scale of illicit trade.
– Of adults, 12.9% currently smoke regularly or occasionally, with more men (18.8%) than women (7.4%) smoking.
– Today the market is essentially contested between the two leading multinationals, Philip Morris International (PMI) and British American Tobacco (BAT), with PMI currently holding a small lead over BAT. PMI operates through Philip Morris Colombia and its manufacturing arm, Coltabaco, which has a factory at Medellin.
