During 1984 and 1988, China’s State Council approved 14 state-level economic and technological development zones including Dalian. Later, China’s opening up gradually develops from the coastal areas to regions along the Yangtze River, borders and inland cities. By Nov. 2012, there are 132 state-level economic and technological development zones in China, with 67 in eastern coastal areas, 38 in central areas, 27 in western areas and 15 in border economic co-operative zones. A hundred and five national new and high-tech zones are approved by the State Council. In addition, there are thousands of development zones in other types in China.
During the development of over 30 years, development zones crucially function in the development of China’s economy and they play a vital role in the integration of China’s economy with the world system. However, development zones also face problems such as severe homogenization and low technological contents in development.
In terms of the development prospect of China’s development zones, it will be an inevitable choice for most development zones transforming from ones with a single economic function to multi-functional comprehensive development zones. The phenomenon is because of the following reasons: firstly, development zones gradually form and develop in a relatively small space scope. The transformation of development zones with a single economic function to multi-functional comprehensive ones will be conducive to reducing the number of development zones and promoting the change of China’s development zones from the increase in numbers to the improvement in qualities; secondly, the transformation of development zones with a single economic function to multi-functional comprehensive ones will be beneficial for the concentration of financial resources, material resources and human resources to establish development zones and the perfection of infrastructure construction in development zones; thirdly, it will be favorable to the development, supporting and coordination of self industries in development zones and promote the development of cross-industry and various industries of enterprises in development zones.
On the whole, with the development of China’s economy, development zones continuously play an important role in addressing employment problem, increasing urbanization level, etc. As for enterprises, preferential policies in taxation and other aspects can be generally enjoyed if they settle in development zones.
