Singapore is characterized by a lack of domestic energy resources, but it has huge success in harnessing its workforce and economic resources. It is an entrepôt economy – meaning that it imports resources and re-exports them after significant value addition. The services sector is the leading contributor to its Gross Domestic Product (GDP), contributing more than 70%. Between 2000 and 2016, the GDP, at constant prices, increased at a Compound Annual Growth Rate (CAGR) of 5%. Power consumption, of which the manufacturing and services sector is the leading contributor, also increased, at a CAGR of 3.2%.
Between 2000 and 2016, annual power consumption increased from 29.1 terawatt hours (TWh) to 48.6 TWh, owing to economic and population growth. Annual electricity generation increased from 31.7 TWh to 51.5 TWh, at a CAGR of 3.1%. Renewable generation is still in its nascent stages and the growth in electricity generation came almost entirely from thermal sources.
In 2016, thermal sources accounted for 96.9% of installed capacity, with gas contributing 75.7% of total installed capacity, oil contributing 20.5%, and coal only 0.8%. Renewable sources contributed the remaining 3%, of which biopower contributed 2.1%, and solar photovoltaic (PV) contributed 0.9%.
Though thermal power sources will continue to dominate the power mix, the share of renewable energy is expected to grow substantially. The government is emphasizing the development of solar projects, which has been slow due to the government’s reluctance to promote it with incentives. There is significant potential for the development of the renewable power sector, even without government support (SEAS, 2014). Singapore’s renewable power generation is a little over 1 TWh, but it is expected to reach nearly 4 TWh by 2030, mainly through solar power installations.
